1. Surplus = Funding - Costs. ROCE = Surplus / Capital.
2. Total Costs / Total Patients.
3. (Target - Actual) / Target * 100.
4. (Complaints / Total Patients) * 1000.

1. Operating Surplus = $2,000,000 - $1,800,000 = $200,000. ROCE = $200,000 / $5,000,000 = 0.04 or 4%.
2. Cost per patient = $1,800,000 / 100,000 = $18.
3. Shortfall = 120,000 - 100,000 = 20,000. Percentage = (20,000 / 120,000) * 100 = 16.67%.
4. Complaint rate = (500 / 100,000) * 1,000 = 5 complaints per 1,000 patients.
5. Negotiating cheaper inputs (supplies) directly relates to Economy (minimizing the cost of resources).
