PMI Pulse 2025: Only 18% of Project Managers Have High Business Acumen — and the Exam Knows It

PMI's Pulse of the Profession is the institute's annual survey of project management practitioners worldwide. The 2025 edition contains a number that every PMP candidate should pay attention to: only 18% of project professionals demonstrate high business acumen.

Key fact:PMI Pulse of the Profession 2025: 18% of PMs have high business acumen. Those who do: 83% meet business goals, 63% stay on schedule, 73% stay on budget.

The correlation is striking. Project managers who understand how their projects connect to business strategy, financial outcomes, and organisational value consistently outperform peers across every measured dimension. Yet the survey also found that organisations invest only about 25% of their training budget in Power Skills — the human and strategic layer of the Talent Triangle.

Why this matters for the July 2026 exam

The 2026 PMP Exam Content Outline raises Business Environment from 8% to 26% of the exam. That shift is not arbitrary — PMI is responding to exactly what the Pulse data shows: most working PMs are technically competent but strategically thin. The new exam is explicitly designed to test the skills that the 82% majority are missing.

    • Business environment questions will ask you to connect project decisions to organisational strategy and value delivery
    • AI and sustainability topics test whether you understand the business context of modern PM work — not just tools and processes
    • Scenario questions will increasingly involve stakeholder and governance trade-offs, not process-step selection

What this means for your study plan

If you have been focusing your preparation on People and Process domains — which is where most preparation guides spend the majority of their content — you may be underprepared for the exam that launches in July. Business Environment questions require a different mode of thinking: less "which process?" and more "what business outcome does this serve?"

Tip:Nine out of ten managers say Power Skills help them work smarter, per the same PMI survey — yet those skills are undertested in most mock exams. Seek out practice scenarios that ask you to navigate stakeholder conflict, organisational politics, and strategic trade-offs.
